Reserve Feats
The effects of reserve feats no longer scale based on your highest level spell prepared of the appropriate type, but rather as long as you have a spell of the appropriate type prepared of a level greater than specified in each reserve feat, the reserve feats scale based on your caster level, to a maximum scaling CL of 17 (the equivalent of 9th level spells). This can allow some reserve feats to be used at levels their spell lists would otherwise not support, and opens up spell selection and preperation for users of reserve feats.
DLB Spell Changes February 2019 Winterblast dont deal even near the damage as invisible needles. Also i see winterblast and rune of ice still ignore frostmage percing cold feat. hope that can be looked at. |
